Does Directory Links Still Work In 2022?

The exact question was: When scanning through the serps I come across several directories that look like they were designed back in the early 2000s that are free but require a link back to them. Do you think building these types of sites is still a thing? I would of thought no but clearly they must be paying their renewals.
