Should You Create A Separate Page For The Main Service Keyword And Separate Ones For Each City Page?

The exact question was: I'm curious what you think about something. For a local carpet cleaning company who has 20 or so city + service pages, would you make the main page in the menu that says ""carpet cleaning"" the primary ""carpet cleaning + city"" page, or would you have a separate carpet cleaning page that is just generally about carpet cleaning as the menu item that says ""carpet cleaning""? It seems like for GBP rankings it might be more relevant to the city and service instead of just the city. Right now the site has just ""carpet cleaning"" as the menu item with no geo references. And then 20 other ""service + city"" pages. Just wondering if we should just delete the generic ""carpet cleaning"" page in the menu, and replace it with the ""carpet cleaning + city"" page that the client is located in.
