Is It Okay To Build New Websites To Target Different Areas?

Geo sites vs. Geo categories Since everything SEO seems to have shifted to local in the last 10 years it's common to hear ""first rank for the towns and areas around a city, or rank for cities/states before countries/regions"" as i) it's easier; ii) builds geographic context and momentum to take a run at more competitive larger target; iii) builds traffic, engagement and activity that encourages Google to show more love. Guys like Mike Martin blithely say start in one area then grow like a weed. My question is what's generally not addressed, namely on the technical SEO front - is it better to spread like a weed by opening a different website in each Geo (even if it's based on a template or branding with new geo image tags, NAP, swapping in new location into content, etc)? OR, is it better to simply add to an existing ranking website a new geographic silo for each Geo, given that the existing website already has traffic & momentum that might take months for a new website. Have the Wizards tested this out, perhaps side by side projects comparison? Does the geographic size, or population size, of what you would consider ""the Geo"" have a bearing on the decision to go with either new geo silos or new geo websites?
